With reference to Your Excellency's letter No.
4688 of the 19th instant, I have the honour to transmit the
enclosed copy of a telegram which, as I informed you verbally,
I sent to the Secretary of State for the Colonies asking that
my views on the subject of the application of the regulations
under the Defence of the Realm Act might be awauted.
I have now received a reply from the Secretary
of State, copy of which is enclosed, which will necessitate a
further reference since it is not understood how my proclamat-
ion of the nature indicated can be issued under the Order-in-
Council of 26th October, 1896. But before I make the reference
I shall be glad to learn whether in the present altered condit- ions you consider that further powers are required.
